渐开线起始圆真的越靠近基圆越好吗？

root form diameter（dFf）是渐开线起始圆吧？base diameter是基圆直径。
下面是ISO 21771-2007 5.4.1的一段话
“The root form diameter, dFf, is the start of the involute portion of the profile. For an external gear it is the
greatest of the base diameter, db, or the diameter of the intersection of the flank with the root fillet or trochoid
(taking into account undercut if necessary)”
英语不好，翻错了请轻拍：渐开线起始圆是齿形渐开线起点所在的圆。对外齿轮来说最好就是基圆直径，或齿侧与过渡圆角的连接点（如果有根切，需要考虑在内）。
问题：翻译有没有问题？
如果没问题，渐开线起始圆真的越靠近基圆越好吗，靠太近渐开线齿轮好加工吗？

为什么要把 “the greatest” 翻译成“最好的”？后面的介词 of 如何考虑？

渐开线起始圆是和配偶齿轮有关,不是基圆.

楼上说的是start of active profile diameter (SAP diameter, active root diameter)吧，这个我知道
